I have verified a couple of segments and my report at
<http://wiki.openstreetmap.org/index.php/Utf8_errors> seems to be correct.
So it seems like a lot of segments with bad names were present when the
dump were generated but the segments are now completly removed/replaced.

I think the conclusion is that the server should be more strict on what it
accepts and the clients should be more strict on what they send to the
server.
