This is not exactly what you're asking, but might help you anyway. With
the attached stylesheet for osmarender you can render a map where all
segments without ways are rendered in red on a map with all ways in
grey.

It is not perfect, but can be helpful. You have to zoom in to see
anything though. If zoomed out too far you'll see all roads in pink.
This seems to be because I first just render all segments in red and
then all ways in grey on top of them leaving the red segments to show
through when there is no way on top. When zoomed out inkscape doesn't
cope well with that.
