We already have something like that, powered by planet.osm:
http://wiki.openstreetmap.org/index.php/Where_Are_They
Just pass in the lat, the long, the distance out to search, and that you
just want places, eg:
http://gagravarr.org/cgi-bin/where_am_i.py?lat=51.721033333&long=-1.23853333
3&dist=1000&places
