Sorry, I don't understand what you mean. Do you like to have a function to
deselect every object? There is a menu item Edit/Unselect all in tha
latest JOSM for this.

Or do you have problems with the annotation preset feature? But I can't
figure out how this is related to the selection?

And when is the map not correctly refreshing? Or do you mean by
"refreshing" that it should redownload the data from OSM server? You can
get the latest data by just downloading over your current existing data.
Changes in the server will be merged.
