It is a difficult topic as current agreements seem to allow only access 
through their JavaScript API which cannot be directly controlled from 
within a Java application. People have said that these restrictions do 
not hold for the editor applet, which somehow loads the images directly;
if that is true (and it is a legal, not a technical thing - "you may, 
with the applet, and you may not, with the standalone application), then 
josm could be run as an applet to circumvent this restriction. The 
technical implementation should then be rather trivial, seeing that code 
from the applet is readily available as a full example if nothing more.

At least that's how I understand the situation!

It describes how you can load Yahoo! background images in josm using the 
wmsplugin and a selfmade mini-WMS server that runs on Linux, requesting 
images by way of an invisible Firefox browser. Be sure to read the 
followup postings as some people have written about the problems they 
had to overcome on their systems to get it to work, some might apply to 
you as well. It takes a bit of effort to get going but once it is set 
up, it works perfectly well.
