If you use josm, the new(ish) "split way" function can be used to  
make this easier. You can split a way into multiple parts at once, or  
split off a segment from an existing way. So at least you can first  
create a big way, set all the required attributes and then split.

I agree with that. But on the other hand, it easier to write software  
for users who already have among themselves  established certain  
procedures of "how things are done"!
