"created_by" is added automatically by some editor. You shouldn't have 
to worry about it.

It indicate the software used to create the way, not who made it. (but 
this is also recorded even if the current API don't show this information)

There's no harm, but it's not really useful.

In fact, it could be interesting to put oneway=false if the street is 
not oneway but most people think it is.
