Are you sure that this road has two names? I read this images as follows
Road name is "Mainzer Straße" (house numbers 168 to 55 in this section)
and to get to the numbers 101-80 of "Landwehrstraße", you have to go
down into this road. (Thats what the little arrow is for.) These kinds
of signs are often used when there parts of some larger road split of
into a dead end road or something and it is not immediately obvious
where the missing house numbers in the larger part of the road are.
