In this instance is it the street that has two names or is it the buildings on
either side of the street that are named or a combination thereof?

With names like Terrace, Court, Row, Mews it can be confusing as to whether it
is the building or the street that signs apply to. It is only when you start
looking at official postal addresses (such as those held on the Royal Mail
Website for the UK) that it becomes apparent which is which.

One problematic one we have in Letchworth (though not for mapping) is that
there are two Bennett Courts one is a building in Station Road and one is a
street. However whenever (and just about whereever) you attempt to find
information on Bennett Court the street you get details for Bennet Court the
building, even the post office can't get right and the residents of Bennett
Court the street (a relative among them) rarely get their post, it been first
sent to Bennet Court the building and then returned to sender.
