I think it more likely they just haven't bothered to sync them up very well,
or for some reason they can't.
South West London used to be out by a similar amount about a year and a half
ago, but then they replaced the imagery with higher resolution stuff (the
version 2 API I think) and it all magically started to properly synchronise.
It's possible that if you send them some feedback saying how it doesn't
match then someone will fix it. It doesn't do them any good having it
obviously broken like that.
