[OSM-talk] Name vs name tag (case sensitivity)

I've been doing some looking over the completeness of Central London (very 
impressive), and found lots of instances of "Name" keys (rather than 
"name"). So far as I am aware, the key names are case-sensitive in most 
renderers and applications, and they expect it to be lower-case.

I've been manually correcting them, but it's probably worth checking the 
config of people's favoured editing applications to make sure that we're 
consistently using "name" in lower case.
