I did a very similar thing to you for a day, but it turned out that  
I'd added a single Name tag by accident. JOSM then uses the existing  
keys it has seen to make suggestions for you (or that seems to be  
what I've experienced), the ordering of them it was using places  
capital letters above lowercase so I ended up using Name a number of  
times without realising it because I had entered a single bad one in  
the first place. I think I had to look at my daily dump of data to  
find the errant "Name" tags.
