Hi,
The Arabic letters are correct, and ordered correctly from right to left but
they are not connected together.

Most of the letters connect directly to the letter which immediately
follows, which gives written text an overall cursive appearance. Each
individual letter can have up to four distinct forms, based upon where the
letter appears in a word ...
Here is how I entered that data on JOSM

I don't know why you see the letters on isolated form, may the font does not
include the connected form, may be changing the font?
I don't know from where mapnik should get the intelligence to connect arabic
letters and order them from right to left, maybe from the operating system?
