sides if we HAVE to have them. A map attempts to portray the truth on
the ground - an advert is just what someone's paid to display, which
may, or may not, be particularly 'truthful' (ie, 'come and eat the
tastiest burgers in London here')

It isn't a base layer, it's an overlay. It also doesn't show up until
mappam decides it has an ad it wants to display.
It looks like mappam is having problems at the moment which is
probably why nothing is showing up - mappam seems to be trying to
load several URLs which are failing.
