[OSM-talk] AND spec needs wikification

I've got some way into this. If people want prettily formatted tables 
(like they are in the AND document), could someone make me a MediaWiki 
sysop, please -- it needs changes to monobook.css -- or I'll post the 
CSS code at a later date.
