Sounds good to me.

I would suggest to put:

"locked=yes;lat:1.234:lon:2.345"

(or maybe "fixed_location" instead of locked, or something)

That way, if somebody uses an old editor that does not understand the 
"locked" tag, you can always run a check script over the planet file and 
compare the node's location with what is in the "locked" tag, and even 
move it back if you want.
