That falls under "ugly hack", and is at best a workaround.  It doesn't
solve the problem raised, that there's no way to tag a generic or
shared-use path, particularly one that's not a legally a UK highway.
Unless you're suggesting that highway=footway be used that way, which I
don't think you are (and if you are, bridleway and cycleway should be
deprecated)

Nor does it address the problem that route=ski would be used in a manner
equivalent to highway=footway/bridleway/cycleway, and is thus no more a
non-physical feature than those are.
