describe all the rules in detail.

To answer your speciifc questions:
1) you must be a member if you want to stand for election,
2) nominations close four days before the AGM,
3) you must be a paid-up member if you want to vote (but anyone can join at
any time) and
4) there will be some method of making proxy votes but this hasn't been
worked out yet - probably by email.
