The "flooding" that I can see is in the Mapnik layer, zoom=10 to 
zoom=18.  It has always been there, as long as land/sea has been 
drawn in Mapnik.  (There is no flooding at zoom=1 to zoom=9.)

These parts of the Swedish coast are not yet properly imported 
into the OSM database, and thus cannot be correctly rendered in 
the Osmarender layer.
