The patch I was talking about covers specifically areas with at least
one node (and maybe some segments) but no ways.

There may well be other problems as well, but I would have to populate
the relevant area into my test database to check.

If you're sure there is a way in the area in question then please add
a ticket in trac with the details and I'll try and take a look at it.
