I did find one method of doing it, it is tedious, but if its a long way
which is "stuck" then it might be of use.
Join a new segment onto the end of the way and merge this new way with the
stuck way. the new merged way gets uplaoded.
Then split the way wher you joined it, and delete the first unwanted way

Would it be possible to have some keyboard shortcut which would remove the
flag and force a retry of a selected way?
In general I'd rather have the "stuck ways" than the duplicated ones.
Is there any chance of displaying a warning if ways cant be uploaded? I hit
a patch today where I created 15 ways which became stuck, and only noticed
it when the way ID didn't change.
