They look like 2 different things. A wall is also an archaeological item, a
simple "border" can hardly claim to be that.

There has been some discussion of this at 
*http://wiki.openstreetmap.org/index.php/Proposed_features/City_wall*, 
although no consensus. Personally I prefer 'man_made=city_wall', but 
others have suggested 'border'.
