You can, but I find it easier to delete it within JOSM. Go to the
search box and search for "id:26022575", that should select the
segment, then hit the delete tool. It gets a bit trickier if it's part
of a way, but by zoom-to-selection you should be able to localise it.

(This must be another of those those that Potlatch isn't checking when
it creates new stuff...)
