[OSM-talk] Potlatch update

A handful more recent changes in Potlatch:

- It should now be a lot better behaved when the server isn't  
responding. Instead of failing to upload at all, it'll flash a warning  
icon at the bottom left. Clicking on this will retry the upload for  
all stalled edits.

- You can now view (though not yet convert) unwayed segments. In the  
preferences window, check 'Display unwayed segments with GPS'; then,  
to view unwayed segments for an area, just click the GPS button as per  
usual. Unwayed segments appear in magenta, GPS in cyan. Then go and  
make them into ways with JOSM. ;)

- It now starts up at the right lat/lon, rather than a slightly offset  
location.

- To find the lat/long underneath the pointer, you can press L.

Next priority is coping with : and / characters in keys/values. Thanks  
for all the suggestions as ever.
