Except the buildings themselves aren't the capitol, the city is. This
probably needs a capitol=yes attribute for places. The designated
city/village/borough etc. would then become the capitol of the lowest
item in the is_in tag given a hierarchical order.
For instance:
name=Pickens
place=city
capitol=yes
is_in=Pickens County, South Carolina, United States of America
name=Columbia
place=city
capitol=yes
is_in=South Carolina, United States of America
The only place I can think of in the USA is Washington, DC where
Washington is a city in the District of Columbia and is the capitol of
the USA. Does this trouble occur elsewhere? (Vatican City perhaps?)
I do realize that is_in isn't necessarily given in a hierarchical
manner everywhere, but could that be proposed as well?
