Note the difference in spelling, though!  The original poster talked
about 'capitol', which only ever means a building, so I assumed this
was not a mis-spelling.

Some assumptions are being made here which make this not really general enough.

Firstly, head towns aren't always called 'capitals' : here in England
the head town of a county might be called a 'county town', for
example.  Secondly, there are often more than two layers of hierachy
involved...  Any system of tagging national/state capitals really
ought to be capable of tagging US county seats, too.  Finally, some
places don't have unitary capitals: South Africa has three, for
example.
