If you want to know what kind of capitals you're dealing with, why not 
something like a "capital_of" tag:

name=Canberra
place=city
is_in=Australia
capital_of=Australia

or

name=Austin
is_in=USA;Texas
capital_of=Texas

that way you wouldn't need special keys for every different thing that 
can have a capital, like provinces, states, countries, districts, 
counties etc.
