Or: get the importance of the capital from the importance of what it's 
capital of. I guess Texas would have a tag "place=state" so you can use 
that info when you have "capital_of=Texas". The same with all other 
kinds of divisions. Sure, you need to query the database once more for 
that info, but that wouldn't be a problem, right? Having the duplicate 
info for each capital would be much worse in a database.
