That's why we've got tracks=2

railway=rail; tracks=2

or on the big main lines with up slow, up fast, down fast, down slow sort of 
arrangement

railway=rail; tracks=4

How the renderers decide to render it is entirely up to them.

This saves a lot of tedious drawing of multiple ways for each track; unless 
some mapper is seriously into track diagrams, and wanting to know where each 
and every point, turnout and crossover is, it will probably suffice.
