THe current suggestions for "advanced relationships" essentially allow two
segments, ways etc to be linked and tagged with a relationship tag.

All the methods currently being discussed involve using the segments of the
ways, so the segment relationships will capture important information and
make segments difficult to remove one day (should that ever be desirable).
