On the Map Features page there is a tag cycleway=opposite_lane which is 
suggested to be used when there is a "contraflow" lane. If there is a 
separate track which allows cycle traffic in both directions next to the 
road, I would map it as a separate set of segments and a separate way 
tagged with highway=cycleway.

None of the cycleway=... tags have any effect on rendering on the regular 
renderers, AFAIK. Possibly on the "cycle at home" layer.
