We tag racetracks as something else, we tag roads at airports
something else. I'm just saying we should store the gauge seperatly,
so we can have more values:

railway=rail
gauge=narrow-uk|narrow-au|narrow-us|wide|normal-eu|custom|44.96inches

because for 99% of purposes it's not relevent and this way we don't
have to teach every renderer the size of every possible railway in the
world...

There are cases where we tag non-public roads as what they're for...
