The specific change relating to deletes forces the order of the deletion
process in JOSM to ways, then segments and then nodes. Previously it was not
so strict which meant that data integrity issues resulted if JOSM failed to
deliver all of its upload to the server as a result of server timeouts or
other issues.

So, I believe the only addition to the wiki that is required for 0.4 is that
in order to delete a segment it must not be part of any way and to delete a
node it must not be part of any segment.

Trust I have that right, I'm sure TomH will holla if I've misinterpreted
something.
