I'd rather see it as something like "railway=rail, interest=tourist"
using my proposal at
http://wiki.openstreetmap.org/index.php/Proposed_features/Interest

If railway were changed so that "main" or "main_line" were the primary
values, then I'd be more open to a "railway=tourist" (or something
similar to indicate that it's not part of the main line)
