It's not a good idea to use this, JOSM creates far too many nodes and
segments and creating ways from this very difficult.  Practically all
the roads on the East coast of Scotland were created automatically, and
all the nodes and segments are tagged.  Creating ways from the data
there consists of many steps.

1. Delete pointless nodes.
2. Find contiguous segments.
3. Delete tags on the segments.
4. Create way.
5. Try and remember tags that were used originally.

Somebody went round Iceland's route 1 at one point and commented on the
fact that they had never created nodes or segments, and when they got
round to it, they had been automatically created with a very large
density of nodes.
