[OSM-talk] Tunnel layer

It's a workaround, but it's 'wrong'. It would also be confusing for car
drivers, as they would be expecting to enter a tunnel at some point,
rather than going under a bridge.

Wouldn't you still want the green fom the park to be drawn below the
road, which is then done as a tunnel? You can't have polygon features on
a bridge anyway.
