I think we should immediately ratify this and submit to ISO

So for cobbled sets we would perhaps have:

surface=nnnnnnnnnnnnnnnnnnnnnnnnnnnnnn

and a road that's flooded:

surface=_____~~~~~~~~~~~~~~~~~~~______

etcetera etcetera etcetera
