[OSM-talk] tile limits

There are now daily limits on a per-IP basis for downloading tiles. Some 
people are downloading incredible amounts of data.

If you go over that limit in a reasonable use scenario, please mail me 
your IP (can get the from whatismyip.com)

Obviously some IPs will be NATs and so on, so it's something to watch 
and tweak.
