I wonder. If an area has already been mapped a bit, you already have a
dozen conrol points without trying. So for cities where all the major
roads have already been tagged you would be able to fill in the
suburbs reasonably accurately.

It doesn't have to be 100% accurate, at some point someone has to go
there to get the streetnames, so as long as there's a decent user
interface to warp the map, I think it could work quite well...
