The problem is probably a coastline that isn't closed. When the
coastline isn't closed, it won't be put on the tile. Looking at the
tile it seems the coastline is the only thing there, so that will
result in empty tile getting rendered which is then discarded. That in
turn means the old tile keeps being there.
The PGS import sometimes misses a segment, so take a look at the
coastline and try to find a place where it isn't connected.
