Sorry for the bad news:
As you probably already recognized, the API is still not up and running again
and it won't be for a little while. To be precise we don't expect it to be up
and running before tomorrow night.
We found a bug/problem which occurs in combination with the new API-0.4 and
josm. Until this problem is fixed and/or "classified as uncritical" the API
will stay down.
