Potlatch colour-codes ways depending on what tags there are.

At present, everyone has the same colour-coding and it's not  
editable. _But_ it is designed so that it will be.

When we have user preferences (and there's a ticket for that), I'd  
anticipate that you'd be able to edit your colour coding so that  
(say) any ways without names show up in a different colour.
