Well, the common way I (and as I understand it, some more people also)
work is:
a.) load gpx file into JOSM
b.) download OSM data from the server (with the bounding box of the gpx
data)
and in addition to the above:
c.) move a bit to the left (right, up or down) or change the zoom level
d.) download OSM data from the server (with the bounding box of the gpx
data)
So in both cases, changing the behaviour you've mention would break this
(or not)?
In general, it's a bad idea to threw away data a user once edited, but
here we have the exception from the rule IMHO ...

P.S.: One common solution would be to have a drop-down box with the
recently used values, but that wouldn't be really helpful here as well,
as most people won't be able to recognize "raw coordinate" values ;-)
