No! Tags should simply model geographical features, they are not
instructions to applications on what to do with them. This is analogous to
using 'render_colour=blue', where of course it shoud be 'highway=motorway'.
It is up to the routing software to decide what to do with a 'road/rail
level crossing' tag (which I agree should be present).
