Two things..

1. Hazards may only apply to particular road users.  Bicycle hazards (road
grooves), truck hazards (sharp bends), car hazards (road rutting, creek
crossing).

2. Hazards should be separate from restrictions.  The way I see it 4x4 only
would be a road restriction, and not a hazard.  The hazard would be the
reason why it is a 4x4 only road.
