[OSM-talk] Some minor updates to the mapnik tile server

I have just completed some minor updates to the Mapnik tile server. 

The mapnik Postgres DB has moved onto the tile machine and I have
updated the osm.xml to use this instead of the DB on dev. This may drop
the load on dev by a small amount. It seems t at h needs all the CPU and
disk IO it can get :-)

>From the outside nothing should appear any different. Please let me know
if I've broken anything in the Mapnik tile rendering.
