[OSM-talk] Potlatch bugfixes

I've just committed a bunch of fixes:

- Potlatch should no longer try to upload a way if the previous
upload of that way hasn't yet finished. (It seems that this was what
was causing duplicate segments/nodes.)

- Dragging a point is more sensitive.

- Dropping a point is less sensitive (i.e. less likely to pan the map).

- Nodes should no longer be deleted from other ways (Hakon's H-shaped
example). Fixing this has had the happy effect of speeding up the
SQL, too.

They're now in svn but won't show up on the live site until this is
deployed.

Still much more to do, of course, including namespace editing and
(yes) unwayed segments. Thanks to everyone for the suggestions and
bug reports, keep 'em coming.

cheers
Richard
