sounds reasonable. But it triggers a couple of questions:

* When do we import the NSA data? IMO this should be done each time 
nodes with no alt info are commited to the API?
* How do we port alt data from GPSr tracks into JOSM? Sure, there's the 
convert track to OSM data feature in JOSM, but it's dangerous to use. I 
once had the idea to let the user select the trackpoints to convert 
with the mouse. Before converting, an option could be shown
[ ] Preserve altitude data. Default off?
