I think bridleway, horse=permissive makes sense. Near here there is an
old disused railway line that is now used for recreation. Although the
path is of the same grade and type for the entire length not all of it
has legal status as a ROW. FWIW the fingerposts describe it as a
'Permissive Bridleway'.
