[OSM-talk] Fetch whole relation when parts of it are in bbox

As has been pointed out, this will hurt if someone creates a relation
named after the country and puts everything in as a member ;-) or
similar ideas.

We've just concluded in another thread that we want to add roles names
"outer" and "inner" to multipoly relationships so the renderer would
be able to tell that it has been given only "inner" rings without
actually downloading the outer.
